My verdict: this tour does what it says. It also carries the one riders push back on hardest of anything on this river, and I do not think that is an accident. It is a coach day. You spend real time on a bus between Kyoto, the railway and the pier, and reviewers who expected a river trip are reacting to the bus. Book it if the saving over the flagship day matters to you and you already know what a group coach itinerary feels like.

This one is the one riders push back on hardest, and from enough of them for that to mean something rather than being noise. Nothing about the river changes between this tour and the flagship day — same gorge, same boatmen, same 16 km. What changes is the wrapper: a coach transfer, a fixed group, and a schedule that has to hold five hours together.
I have not quoted individual reviewers, because I could not verify the review text. But hesitation about a day on a river this good is worth taking as a signal about the packaging rather than the water.
What you actually get
Coach out of Kyoto, the Sagano Romantic Train up the gorge from Saga to Kameoka, then the boat back down. Boat ticket included, so no queue at the pier counter. About 100 minutes on the water, three to five boatmen working the oars and bamboo poles, deep green pools and a few short rapids. The river does not know what you paid.
